Despite false claims to the contrary, the habitual use of any mind altering substance interferes with emotional development.
People who have used ANY method of getting out of their heads, chilling, whatever you want to call it, will be less emotionally mature than they would otherwise have been.
Your friend's use over the years does not CAUSE him to act in certain ways, it just means that he is immature emotionally. If that's the way he was as a kid, that's the way he will be now.
People who are emotionally dependant on the wretched stuff will, of course, fight tooth and nail to try to pretend that that's not the case. But it is.
The good news is that when people do give it up, they can get better quite quickly.

absolutely not. the dope use is a symptom (sometimes) of a deeper problem. it sounds like this person definately has "issues." and dope may be the least of concerns. dope doesn't "make" anyone do anything. what a person does and how they behave can be caused by many contributing factors. behavior is mostly a personal choice although there are exceptions (such as instinctual reactions, and diseases like torrets syndrome.) dope use could be a factor, but that by itself won't cause what you're describing. lots of very mature, respectful people have been using dope for longer than that person has walked this earth. sounds like a difficult person to be around. depending on the person's body chemistry, the dope may make things more difficult for the person... could make the individual irritable and "slow." but personal growth can be rough sometimes for some people with or without dope. and immaturity can be a matter of opinion. some people can't seem to take a joke as well as others and etc. etc.. 'scuse me.. i gotta go smoke a joint and think about something more pleasant. ha! good luck with your "problem person."

Yep. It can do that. There's also probably a lack of maturity that causes a 30 year old to WANT to spend his day sitting around doping. He's immature, and the weed makes it worse. If he's been doing this for 15 years and he's 30, then I would expect him to have the emotional maturity of a 15 year old kid.

I think it's more likely that your friend is just that way. Everyone I know who use to use weed on a regular basis quit by the time they were in their mid 20s after realizing they can't go through life doped up all the time.

disagree with just about everything you said based on dope, I think you need to be looking at other substance abuse as drinking and prob by what you say, cocaine use, as these are more significant signs of a constant user. this is actually based on seeing my friends who got into heavy usage.
as to some of the other answers i have just read i think some of these people need to get there facts sorted, i.e. smoking doesn't make you infertile

I don't think it makes him immature per se so much as it interfered with his ability to mature.

So, if he's been using dope since he was 15, he probably used it to handle the stress of various issues. Thus, instead of learning how to handle stress, he learned how to defer stress and retreat to dope.

I'll bet that there are significant portions of his personality that haven't matured since he was 15, because he's shielded them from the stresses that would have pushed those parts of him to grow.

Sounds to me as if he was immature before smoking pot, I mean common....despite what people who smoke pot may say...it's NOT common for an adult to get high or drunk. Those who do are the minority, and they are still stuck in the day when they thought they were looked up to and thought of as being "kool" for behaving that way. Looking back at our teen years, most adults wonder how we could've been so ignorant, and we laugh. Well, we laugh at all of you out there over 25 who still get high, who still get drunk off your butt, yes, we laugh our butts off at you, because you look ridiculous.

it's an addiction and from what i have heard from former clients, it's when he DOESN'T HAVE his weed that he is most prone to bully, disrespect, pick on people, lash out, and be a total ***** When he has his weed he is most likely just turned in on his own basal desires like any infant.

It is generally believed that drug use starting at an early age does cause emotional growth to slow or even stop.
