This is going to be the best answer you'll ever get.Too many short answers so I figured I would elaborate and share my wisdom with you .
There are some steps into learning any language,in your case:
1 Learn the alphabet first!

2 Learn the pronunciation clearly ,these two go hand in hand
3 Get an English course book ,which must contain Grammar ! ( I got burnt with Rosetta Stone),it can be on the PC too ,but make sure it is somewhat complete, at least until intermediate.
4 Learn the first 5 chapters ,and always have a little pocket-notebook at your side to write down all the words you don't know.The English word should be at the front page and your native language translated word on the back side.Have a very good LIVE dictionary ,don't rely on all the light internet dictionaries.Get a heavy two-way dictionary.Because once you find the word you have to learn
1 The word family :taxi ,taxi-driver...
2 If there are ,synonyms and lastly
3 The antonym of the word.
Practice with them any chance you get ,and make sure you spend at least one hour a day playing with that language
5. After you completed these 5 chapters ,get a newspaper issue and learn all of the words written there!(this can be on the internet if you can't find one where you live)
Finish one paragraph the first day.
The second day ,the second paragraph.
And then the third day use both the course book and the newspaper (remember ,a paragraph or half a paragraph a day using the word learning method I showed you)
For words you can't find in your dictionary ask natives,or whoever speaks English ,write them down even if you don't know their meanings immediately.
The fourth day add a conversation book as well ,and learn some useful sentences everyday.
Finally you'll have :the newspaper ,English course, a conversation book and English TV or audio CD-s is a must( to get the best out of the language)
This is by far the best language learning method for every serious person wanting to achieve fluency in his target-language

By talking to someone who's good in English. That's the best way. Better than books & anything else.TV could also help.

watch english movies, read comics, listen to english songs, talk as much as u can in english, never mind the mistakes,"TO ERR IS HUMAN"
