no one's understanding yet exactly what I'm asking. I'm thinking it means something like "what's his deal", or "what's his problem".

In this context it does mean.."What's his problem" or "What does he think he's doing"...It's a slang term,not to be taken literally in this case.

Depends on the context, the phrase in some contexts would really mean a shortened version of, What does he like. However the English language has been abused so much in the last 30 years that it could mean anything from What is he as a person to the above.

It is a saying that people use to comment on a behaviour that another person carries out repeatedly.
e.g. some one who is always late, some one who is a practical joker or some one who is very generous.

Rather than saying "oh looks he's late again (an all that goes with that etc)".... a person will say "Oh what's he like!" to another person who is familiar with the reoccurring behaviour.

It can be said in jest and can be said about a positive or negative action.

This is a phrase often used humourously meaning "He is such a character" or "This person has .... such and such .... a personality". It is an abbreviation of "What is he like?" which is said in an arch manner, so people know the the person is behaving in an outrageous/unusual way.

It could mean the asker wants to know what type of person 'he' is, i.e. he's a meticulous worker who spends a lot of his spare time gardening...

It could mean the asker is asking about 'his' preferences, i.e. short for what does he like...

It could be a comment relating to 'his' antics - i.e. he does something funny or outrageous and the comment would be 'what's he like!'...

Depends on how it's said.

If a girl asks you, it means first and foremost, "is he hot?" without asking it directly and sounding shallow. After that, they want to know is he sweet, smart, etc. If a guy asks it, it means "how does he stack up?" competition wise. And if your family asks, they're really wondering if he's respectful, has good grades/a good job, etc.

It probably means "what is he like?" and they want a general description, looks, personality. Like "oh, he's really smart, but he's missing all his teeth."

Or it could mean "what does he like?" so then you could say something like "he likes when i pour jello in his pants".

You have to determine that by the context.

A literal translation of "what's he like" is What is he like as a person, what does he look like, how tall is he etc.....
