He would need to be socialized more. When people first meet him, it's best that they squat down and hold a hand out to him. This will take away the dominance factor of the human standing over him plus give him a chance to get their smell before he decides if he's ready to accept that person. You will need to hold a leash on him during this if you think he might attack. Another great way if he's shy is to have you sit on the floor and get him nice and relaxed and do the same thing but then allow the person to brush him. Brushing soothes dogs and this will teach your dog that it's okay to trust that person. You also don't want too many people around when this happens and only introduce 1-2 people within a short time frame to allow him to get totally used to that one before moving on to new friends.

Socialize, socialize, socialize. Change people and experieces a little at a time but often. New experiences and people are the best way to teach a dog that new people and things aren't scarey or bad and they will eventually become more freindly. This is true for either people or other dogs or both. Try walks in new areas or with other dog owners. Any type of class for dogs and their humans, having lots of new visitors, play groups, include the dog in outings etc....more exposure means better results. The more attention the dog gets from you and others the nicer it will become.

I'd suggest consulting a professional, one that advocates peaceful training, not tough love. Ask you vet for dog schools that fit this description in your area. Going to one with your animal can seem like a lot but it will socialze your dog and the excercises you do together can be fun time, you will wind up with a better companion. Good luck.

has he been to puppy preschool?
If he can sit and stay and come you could be half way there.
have a trusted friend use the commards you have masted with him and let the dog smell and take the rewards from your friends.
Let your friends enter the door first so your dog see the packing order.
Animal behaviours for older dogs or if his had a bad experinces in the past.

You need to socialize the dog slowly. Make sure while you are doing this he /she is on a leash so no one gets hurt. Begin training outside and other places not at home because at home that is there territory. They are spost to be protecting it. When they lash out pull them back and say a firm no. Do Not Hit. Only Praise when they are being nice.

Use a leash to assert control.

Ask visitors to allow the dog to warm up to them, rather than forcing contact.

Use interactive play to distract from fears or shyness.

if your dog is not freindly i reccommend a behaviourist. trying to solve aggressoin problems on your own can be very dangerous. If he is just shy i would try to take him around people as much as possible and get him used to as much stimulation and you can provide.
