No, they are not all required to be put down, but it depends on the state. Usually only the dog that actually did the mauling will be put down. All 3 dogs should have been temperament tested, and if the other 2 dogs did not show signs of dangerous aggression, then that is probably why they weren't euthanized.
There are also state laws regarding parental neglect, reckless endangerment, etc. If the child was unattended or not separated from the dogs, that is neglect by the person responsible for watching her. In most states, that person would be criminally charged. This girl was probably mauled because she was not being appropriately supervised around the dogs. Whoever was watching her was ultimately responsible for the pain the poor little girl suffered, and hopefully they will see justice.

Every state is different, but you can contact your local Dog law" enforcement officer for details. Usually a dog will be checked for history of aggression and aggression tesing to see the true temperment of the dog or if the dog thought it was being threatened . This could mean it's territory or people also. Usually if the dog has no history of aggression and it was defending it's self or land etc it is called a one time precieved threat and it has guidlines it has to comply with. If totally unprovoked outside of it's territory the dog will usually be put to sleep.

Call your local councilman or courthouse and they will be able to tell you about your curent state laws. Usually what they do is quarantine the animal for a period of 10 days and do behavioral testing on them. They check to see if the aggression is something the dog will likely do again or if it was a fluke. If the dog shows any sign of aggression, and this includes food aggression, the decision is usually made to humanely euthanize the animal. I feel so bad for that little girl!!!!!

If all 3 dogs attacked her yes they all need to be put down. Call the Police Dept. that was involved in the crime. Someone dropped the ball. Also contact the prosecutor and dog pound. This should have never happened. I am so sorry for that child and the family. I will say a prayer for you all.

I'm sorry to hear about this. Most animal control laws are local, so call city hall or the county seat. I can't imagine that ANY owner would not euthanize any of their dogs that were involved in such an incident! Good luck and god speed for the little girl you speak of!!!

I bet it's a state mandated law so I would contact your local anti-cruelty society or animal control, I'm sure they would be able to point you in the right direction.
