No. A young teen should not have sex until she meets the right man, dates for at least one year, becomes engaged, and gets married.
If a young teen has sex at an early age and becomes pregnant, it will change her life, and could destroy her life, and will most likely cheat her out of a formal education and career.
Don't risk it.

no, because teens are feeling hormones they have not yet learned to control Sex among teenagers is like a baby with a loaded gun. they haven't learned how to use it yet and that can spell nothing but trouble!!
