Universality is the principle.
If you don't want to be violently killed you shouldnt do it to others. If you don't want your personal things stolen, don't steal from other people.
Notice God is such a vile ogre that he does not live by this rule himself. Jesus was a refreshing change, I just wish more Christians followed his teachings.

'First do no harm'. This is true in medicine, and other healing arts. In Wicca and other religions said in different ways. It make sense. If we could all live by that alone over the whole world, what a different world it would be.

I have came to this conclusion by thinking about it. I don't think there are any exceptions. If you think there are, stop and actually think about what this golden rule means.
