I mean when used by a British person.

when used by a British person. I was watching an ep of QAF UK, and a character asks "what's he like?", when he sees someone following him in a car to his house.

ok... what I mean is, when someone is following someone in a car, and the person being followed is irritated at being followed, and he says "what's he like", what does he mean?

It almost has the same meaning as the words "get" and "set", i.e. it means nothing if the context is not known.

"What's" is a contraction that could be interpreted as EITHER:
"What is" or "What does".

Therefore, if we eliminate the contraction and rewrite the sentence in its two possible forms, you have EITHER:
"What IS he like?" (The question is seeking a description of the person's appearance, personality, habits, etc.)

or "What DOES he like?" (This question is seeking information of the person's interests.)

Only you know the context in which the question was asked. So, you'll have to decide which one was intended.

To describe his personality, his looks, his likes, dislikes. I thought that is what people ask?: What are you like?, could you describe yourself?, how is she like?, etc.

It could either mean "what does he like?" meaning to tell of things that he likes.

Or it could mean "what is he like?" meaning to decribe him.
