My friend, who has been known to exaggerate stories before, claims that in New York you can drive until 9 pm if you have your permit. I thought this was a little shaky so I asked my mom about it (who lived in New York longer than this chick has been living there) and she said that it's bull. So my question is, is this chick lying like I think she is?

shes a liar, a permit is an INSTRUCTION permit, you are driving under the instruction of a competent licensed driver which i believe is someone over the age of 25

No, you cannot drive by yourself in any state with a learner's permit. You MUST have a licensed driver in the car with you, who assumes full responsibility for you.

nope. you HAVE to have a licensed driver in the car (of immediate family). If not, you get stopped, fined, possibly arrested.
