the one next to my pinkie toe and the next one. they have been swollen off and on for about a month. no rash or cut or anything on the skin... any help would be appreciated

Do you remember banging your foot or kicking something really hard? Do you feel any pain? I bet you have a hair line fracture in your toe (not necessarily painful) but it would account for the swelling. If you had an xray done I would imagine this would show up.
Try to strap these two toes together and rest your foot where ever possible for about a week and see if the swelling goes down. If it's an old injury you may need to strap the toes for longer but just see if it works first.

Some pregnancy makes the toes even the whole body swell. hmmm..
