When you have fake nails they will come away from your cuticles as your real nail underneath grows. In order to keep up the appearance until your next appointment, the manicurist will just fill in those areas that need to be touched up to give the appearance of neat, clean, real nails.

It's not a refill, just a fill. It's for the women who have fake nails put on. As their nails under the fake nails grow, they have to go back in every other week to have fresh acrylic put on to fill in the gaps between the cuticle and the fake nail.
