Sky blue color is not a cataract. It sounds like she has diffuse corneal edema if the entire eye looks blue (can't see anything inside it??). Fluid getting into the cornea (what should be the clear windshield into the eye) looks this way. Is the white part around the eye white or does it look red? This appearance could potentially be caused by a large corneal ulcer and not be a big problem, but it sounds more serious than that. Chemicals in the eye can cause burns bad enough to turn the whole cornea blue or some other "surface" problems could be to blame. However, it sounds more like something happening inside the eye (which affects the inner layer of the cornea and can turn the whole thing blue like that). Worst case scenario is glaucoma (high pressure inside the eye which is painful and blinding). Does she seem painful (sleeping more and playing less)? Probably the most likely though in a dog her age is inflammation in the eye (called uveitis). This can cause severe problems if not addressed properly and quickly. Did your veterinarian put a green stain in her eye? What type of drops do you have? If she doesn't improve quickly you should see the specialist.

Sounds like you need to get another vet. Your vet should have told you what could have happened. I wouldn't wait too long as if it is something serious, your dog could become blind.

it could be a cataract? That will change colour of the iris, the coloured circle of the eye. The vet should explain clearly to you what is wrong. It can affect the vision
