VGA is not working?

I hooked my laptop up to my LCD TV through the VGA port and I am not getting a signal. I have tried changing resolution settings on my computer, all the F5 keys that are related to these tasks, etc.

The TV is in VGA mode but all the TV ever does is flicker when I do something on the computer. It is picking up some kind of signal, but it is not displaying on the TV>

If you reboot your laptop, do you see the windows boot screen?
If yes, then there is hope.
Try to set your PC at 1360x765 (or something close) resolution at full color. 1280x720 is also a good resolution to try.

Make sure you actually output from the VGA port.
Make sure you cable is OK (no bent pins, etc.)
