Yes I think B should have to pay for the phone. Water damage usually isn't covered under insurance.

Yes, the prank may not have evil intentions behind it but something of value was destroyed. I would say that a phone of comprable value ( not necessarily current purchase price or the upgraded version ) should be bought to replace the damaged phone. Person B should start looking on Ebay for a reasonable replacement if the friendship is something they hope to keep. Person A should also realise that person B did not mean harm and it was an innocent joke, then forgive and forget if the phone is replaced.

Yes B should be responsible for the replacement of the phone. Than after A gets the replacement A should find someone else to hang around with.

I love disputes. Should B be fully responsible for the cost of replacing the phone? Of course. Is it realistically going to happen? Probably not. A should cut his losses, get a new phone, and a new friend to walk with.

Yes, but also try taking the phone apart (i.e. taking of the battery, taking SIM card out) and letting it dry for a day. Then B can take it to the store and see what can be done. You'd be surprised what phones can withstand sometimes!
A friend had this happen and still has the same phone (fully functional) after doing the above.

You bet he should! A innocently was carrying his phone in his pocket. B destroyed it.
Same thing if A chipped a tooth or broke a wrist during his fall into the pool. B would be responsible for medical bills and likely for pain and suffering, too.

Fully responsible for payment of replacement phone, lost info, time, inconvenience, consequentials, papers in the wallet, shoes, clothes, the whole scene. And the cost of the summons/filing fees. Hope that helped.
