well now that you know he likes you1 id say you have nothing to lose. but if you still don't feel right to ask him out you could just give him hints, anyways still i think you should go for it,
the reason why he isn't asking you out maybe because he doesn't want to get rejected. or a shy guy!! (which is the case often)
whatever said and done if you really like him you should go for it...

Try have a talk with him and tell him how you feel. It's embarassing and awkward sometimes, but u gotta let him know how you feel. Get that straight between you guys and if he seems to accept or tell u that he likes u too, ask him if he wants to go out or hang out and stuff. If he says/shows he doesn't like you back or shocked, say it's cool and ask him if he can mull it over or sleep on it and give u a definite answer later. Keep your eye contact but don't make him think you're desperate, if ur too shy for that, drop hints first before you're comfortable having this kind of talk with him. Pick a time when ur alone and are having a good convo, timing is everything. But u gotta take the first step. Good luck!

If you are sure he likes you too, then, wait for him to make the first move...it may sound very corny but 9 times out of 10, the male enjoys the chase! You, can make the first move, but it usually will appear as if you are to desperate to wait for him to ask. Give him some time, but in the mean time, keep the eye contact and flirting going and he will surely give in...been there, done that!

Be patient. Let him tell you. Don't wonder whether or not he want to be with you. If he really like you, it will happen. Do not give too much of your emotional feeling to this. It will happen or it won't. Again, Be patient; if you think it has been enough time move on.

Just ask him! Go for it! If your 100% sure he likes you back, tell him how you feel. If he likes you, you'll have a cute bf for Valentines Day, if not, then its his loss.
