Are you asking Internet Cafes in China?
they're abundant of them, a lot.. as long as you are in big cities, you wont find any trouble finding them.
just find this character '上网' or '网吧' on the street.

They are almost everywhere. But most of the one to near from schools have been closed. If you are under 18, you won't be allowed to go in. Usually you have to register ( give your ID card number at the entrance ). Like this the government looks where you go.
It is between 2 and 3 yuans per hour. Some people sleep there, have their meals delivered, watch anime, TV series, the latest movies and of course chat, play games.
