Cough syrup? - NO!
Sugar syrup? - It isn't good for their teeth but the occasional lick is not going to hurt them. Cats are carnivores, not omnivores like us, so the sugar is of no nutritional value to them. That being said, I have known several cats that would occasionally beg for a sweet (including an apricot jellybean if you can believe it) because they seem to have a taste for sweetness -- unfortunately this is why antifreeze attracts them too.
With any kind of treat (like turkey or commercial catfood treats), you want to keep it in moderation. And since sugar syrup should not be part of their diet anyway, then I'd say don't do it regularly but don't worry about the occasional lick either.

It is not a good idea. Syrup is packed with sugar and giving it to them on a regular basis can spike their sugar levels dangerously high, making them ill. Long term, such fluctuations in their blood sugar can lead to diabetes.

You mean to have? The answer is no. Unless you have a diabetic cat who's blood sugar is low, I wouldn't give it. Cat's don't normally enjoy eating sweets anyway and they easily develop cavities.

Well have you already given your cat syrup?
well if you have and it looks sick or is throwing up then no you should not feed it to your cat.
If the cat likes it and is not getting sick then you should only gives it small amonts of it

cats are not supposed to have ANY human food and ecspecially not sugar, so i would have to say no. It wouldn't kill your cat, but there will be some pretty nasty stuff in the litterbox . . .

You shouldn't give your cats any people food as it can cause GI upset and pancreatitis.
