Sounds as if a long or tea length dress would be appropriate. Thin straps are fine, even in winter. However, do not pick a dress that looks like a bridesmaid or "prom" dress, get something a little more sophisticated. (I attended a black tie event w/my husband and was suprised at the prom dresses 35-40 year old women were wearing -- kinda sad, really.) Brown may be okay if it has black beading or black trim on it, otherwise, wear some other color (deep red, midnight blue, dark plum, shimmery gold or bronze would be beautiful this time of year and would look really smashing with his black tux). Yes, brown would look strange, in my opinion. The man is always supposed to adjust his outfit to suit yours, not the other way around, but you are pidgeonholed a bit by his wearing a tux. Ask him to get a cumberbund or waistcoat that matches your gown.
As to that, "black tie" implies floor-length gowns for women. We can get away with showing a lot of skin at such events, so live it up with something strapless or with very delicate and sexy straps. Get an elegant wrap to wear over it if you are afraid of being cold, something in faux fur or raw silk. I recommend a red gown, especially since it's easier to find matching accessories for your date. And open-toed shoes or sandals are appropriate for any time of year for an event like this.
Don't forget to have your date use the valet or at least drop you off at the door so you don't freeze in your beautiful outfit, and have a great time!

brown at a black tie event will look a little awkward but then again, maybe people won't even notice.
you should wear a long dress and thin straps are okay, no matter the weather.

For a charity function, if you have thin straps, have a little cover up also. I think right about knee length or longer would be the best length. I wouldn't wear the brown unless it had black in it too.

Personally, I like brown, but I think black would be more appropriate for this event. Either long or mid-calf. Thin straps are ok, but you might be cold! Consider a shawl or wrap.

Brown would be fine providing it is a classy dress. Shiny black strappy shoes with the toe covered so you can where silky stockings. Dress should come between your knee and your ankle. Material should be silk or satin. And if you can get a shawl that is the same material as your dress instead of a coat.
