Sounds good, at least people with low incomes could get a new car rather than a used one.

Not a horrible idea, but will never happen. Health care alone cost GM $1000+ per car. The Unions also have the labor rates well above what a typical assembly line job pays. And of course all the design costs and federal regulations would make it all the more impossible. There is no bank that will want to finance a $2000 car. $45 payments for 60 months is a waste of time and that low amount will be defaulted on often.
The Chinese are looking to import cars in the $10000 price range, but you would be wise to avoid them. Reliability will be very bad, and depreciation steep. Parts will also initially be very hard to come by. They will need a good 10-15 years to become a market force (look at Hyundai as an example, they started off as crap and now build better cars than the Americans).

This isn't a feasible idea at all. The safety features required on all new vehicles sold in the United States such as Antilock Braking Systems and Airbags alone would cost about that much. Then you wouldn't have any money left over for items such as tires, a frame, windows, an engine, a body, or an interior.
Even if it were possible, another question comes to mind. Who would buy it? You can get a very nice, reliable, used car for that price, or even a well-rounded truck or sport utility vehicle.
Keep in mind the cars that have placed the lowest in cost in the United States. Ford Pinto, AMC Pacer, Chevrolet Chevette, Yugo GV, AMC Gremlin, Dodge Omni, Daihatsu Charade, Geo Metro, Ford Festiva, Daewoo Lanos. The car would have to be pretty darn bad to be placed underneath these. There are a couple bright spots. I can only think of two - the Ford Model T (solid as a rock, but old as one too. People quit buying it, so production ended.) and the Volkswagen Beetle (same story). Even the current kings of this price field (Chevrolet Aveo and Kia Rio) are having difficulty because sales are slipping rapidly. The new models are going to be more expensive, more refined, and may do better, leaving room for the upcoming Chinese cars to inherit the bottom spot in the American market (once held by the South Koreans, and before that, the Japanese, and look where they are now, now that they've gone upmarket instead of staying at the bottom).
The absolute cheapest anyone could build a car (in the United States, anyway) is around $7,000, which would likely mean no profit. In addition to safety features, there's labor costs (GM has to factor in over $2,300 minimum in union dues alone for every single car it builds - that right there blows away your $2,000 goal), the cost to build a production plant, the cost of materials such as glass, metal, cloth, rubber, and plastic, and of course, taxes on everything, and on the final product as well.
The only other way is to produce the car using slave labor (or close to it) in Africa or China, then import it. You might be able to get the price down to around $5,000.
If you have any more questions, please feel free to ask.

i own a repair shop, and i actually think we could produce a small cheap car similar to that, i know we have all joked about it before, but it could be done, look at fords with the fiesta,s and Chevy with the Geo,s,they could be built a lot cheaper,on price without it affecting the quality, they would be throw away cars ,but good transportation to work and back, and look at the gas we would save,it could be done,i can remember when a new Toyota cost less then 2000 bucks, and that was for a corolla, and that wasn't that many years ago either,we could do it if we wanted to,good luck .

Hyundai or KIA, i think in addition they have great promotions on financing. yet like all different posters have pronounced, what you get is what you paid for . . . they may well be inexpensive yet they do no longer seem to be the superb automobiles interior the international. they're going to maximum probable depreciate in fee lots speedier than the different automobiles. i might say decide for a Honda Civic . . . you may get an undemanding one for extra or less low to mid $10K.

$2000 can't happen, unless its not union. That's about how much extra an American car is because of the UAW. A high school education making 60-70k a year with there whole family's medical benefits paid. Then paid after they all retire. The UAW is destroying there own jobs.
