what is required to change a garage attic into a room? and is it even possible

To do it legally is difficult, as usually the foundation is not deep enough to carry a 2nd floor, 18" for single story and 24" for two story (thats with 6" grade clearance)... to do it illegally just add 2X12 Joists at the ceiling/floor height 16" on center... plywood the floor with 5/8" plywood and drywall the room...
