I see him all the time and we hang out ALL THE TIME! He always puts his arm around me when we're walking together and he's very touchy with me. But he's always telling me how he likes one of my best friends. And when we talk on the phone, he tells me that he knows she doesn't like him but "there's nobody else to like." Why does he call me, and hug me, and tell me how he's never been kissed before and in the next breath, basically tells me he likes my best friend?

well hun i say that you keep being friends with him, because i kinda seems that he is very interested in your friend.
Im seriously telling you maybe he is telling him self, "If i dont get with the bestfriend then i might get with the other(being you).

Actually, it sounds to me he is being a guy, probably teenage and has his hormones flowing, probably thinks your cute and just wants you for sexual pleasure because thats how most teenage touchy guys are. He will end up being a jerk but good for the short run.

i think he is gay.
if you give him time alone with you, away from people then he should have asked you out by now. he might have some past issues, in that case you just need to kiss him.
if he looks surprised just tell him it was for no reason....girls can get away with that
