I have read that you have to enable a 'local save" with LiveCycle Designer when you are creating the form but I can't figure out how to do it.

Word will let you create a form and protect it so that another person can answer questions, for example, but not change the "protected" text.

Open a Word document. Click Help. Type "forms."

Also, you could probably use a good book. Suggest you go to www.amazon.com. Look for books, then used books. I have purchased many used books here, terrific prices, and all received so far are new or like new condition.

Not necessarily, the form fill out function is only enabled when the document is created. The author decides whether it is an "interactive" document and even if you have pdf creation software and were able to copy and paste text it is doubtfull whether formatting would carry across. pdf's were designed to make printing easier, form filling is just another part of it and a lot of pdf documents are not interactive. And a lot of documents, expecially government documents such as passport applications are not able to be edited in any form. This is checkable in the document security tab of Adobe.
