You do well to ask what the Bible says in this matter, since churches teach doctrines of men rather than scriptural truths.
The Bible says, at 1 Timothy 2:9-10; (the apostle Paul is writing to young Timothy)... "Likewise I desire the women to adorn themselves in well arranged dress, with modesty and soundness of mind, not with styles of hair braiding and gold or pearls or very expensive garb, but in a way that befits a woman professing to reverence God, namely, through good works."
Bottom line? Show moderation and dress in a decent, respectable manner. Do not try to show off "what you got". The scriptures do not prohibit the wearing of make up, but keep it within reason. Neither do the scriptures require a woman to wear a dress or skirt, but to do so is perfectly acceptable since ladies look nice in dresses. Certainly better than men in dresses!

To many churches are living under the law, we need to go foward, God looks at the pure heart not by the way you look. Have you ever noticed how beautiful a vase of flowers look like on the outside but when you pour the water out in the inside it stinks. My point is the outer appearence can be decieving.

The practices are not Biblical. These are works oriented churches. They believe in looking holy. We are not saved by works, we are saved by grace through Jesus Christ. Our efforts should be towards a relationship with him.
The only thing that is biblical about the way that we dress, is that we should dress modestly.
I personally don’t like makeup. That’s my personal opinion, bot my Biblical opinion.

I think that those things are silly notions, but that is only my opinion.
The message that the Pastor gives is the one that counts, also in my opinion. If your pastor is not preaching salvation in God through faith in God through Jesus Christ, he isn't worth seeing everytime you go to church. I think that too many people get caught up in the social workings of the church.

You are quite correct about it not being in the Bible. It is a cultural phenomenon held in place by custom and mis-applicationn of the Bible.

I'm sorry but I'm too tired to look up the verses, but there are verses that tell women to dress modestly (hence the no pants rule) as well as referring to "painted women" as harlots (hence the no makeup).

You are being manipulated in to doing things you don't have to and don't want to do. Think for your self and check things out from the real source. Don't let others tell you what to do, be a free thinker, be happey be good be nice.
