Are there any pastors that still believe it should be Gods choice for marriage and not the governments?

There is one pastor in Wisconsin USA that still marries people without a state licence because he believes it's Gods choice and not the state.The marriage is recorded in the family Bible and is legal and binding.I was curious to know if there are any compassionate pastors like him in Canada.

My pastor did not require us to show him our marriage certificate when he performed our vows renewal, because he said that the state didn't know anything about what real marriage was anyway.

I'm curious, does this pastor you mention marry gay couples?
