They think your a "good looker", cute, easy on their young eyes, pretty, nice hair. They may be too shy up to speak! A wink is a message that lets you that they find you appealing. If I were a young lady, a wink is more admiring than a crude bunch of whistles given by a gang of hungry dogs in a hallway or street corner.

He's showing off to you. Trying to get your attention by winking at you and making an impression. Try winking back next time and see what happens.
Also...are you sure he winked at you? Was there anyone else around.
Because, I would hate it...if it was like someone waving at you and you wave back and it happens that they start walking towards you and you're all "heyyyy...." and then he walk past you to the girl behind you...that would be awkward and embarrasing.

It depends on the situation. He's probably trying to show you that he is interested. Next time you encounter him, try to speak up and engage him in some conversation. That way you can tell if he really is attracted to you.
