Too easy. The Swiss Army. I don't believe they have ever violated the Geneva convention. Their military history runs back hundreds of years. In medival Europe their primary export was mercenaries. The "Swiss guards" were the body guards for most of the heads of state of Europe and still provide the security force for the Vatican in Rome.
Some might try to claim they are not a real Army. But they have never been successfully invaded and that is over a 600 year history. There is a story about WWII which I have no idea if it is true. The Swiss ambassador to Germany was called in and asked what would they do if they were invaded. The ambassador stated they could put 500,000 troops in the field in a matter of a few hours. To which the German said we could send a million men. The Swiss ambassador said well I guess our soldiers would have to fire their rifles twice. The Swiss were not invaded.

Your question cannot be feasibly answered, because your criteria for 'best army' does not hold to any reasonable standards. An army is not a singular entity, and cannot be held to the same moral standards as an indivudal. Neither can the army be held accountable (in full) for the actions of an individual that violates the army's rules of engagement.
If we can include armies that do not authorize violations of the RoE or Geneva Convention, and hold those individuals within the army accountable for such transgressions, then we CAN include the U.S. Army. If we must exclude armies that have everhad an individual service member violate those rules, then NO army can be considered.
Using 'real' criteria, I'll consider the current U.S. Armed Forces (not just the 'army') for large forces and the Israeli Armed Forces for 'smaller forces'. For rating all of history, I'll go with the Roman Legions for 'large forces' and the Spartans for 'small forces'.

an army is made up of people and people make mistakes and do wrong things. By your standard, no person, race, occupation or anything for that matter would be good, because evry group has its bad apples. The US military is the most professional, highly trained, moral organization in human history.
If you'd like to be against the war, be against the war, but don't use your opinions to paint our men and women in uniform they way you did. People appear to have forgotten one thing... armies kill people. Often in ugly, not nice ways. The US army trys hard to live up to all the "standards" you list and when members don't, history has shown they are dealt with in the appropriate manner.

If you're rating armies based on morality there is a problem. War is not supposed to be nice, and happy. People kill, and people are killed. This is a dumb question.
As far as who has the most effective fighting force on the planet; I would say that it is the US.

ok ur an idiot. best army does not equate to a moral army. the roman army was probably one of the greatest armies in the world. disciplined, advanced, powerful, structured, they could march 25 miles then build forts to encircle their camps. napoleons french army was the same in the 18th and 19th century. and now the US army. best means kick ***. not saintly. best on ur definition of what the best army is NATO or peace corps is prob ur best bet.

War is HELL// when some one is shooting at you you don't have time to think " is this covered under the Geneva Convention" . You just shoot back & hope you kill him before he kills you.The US is the best military in the world. Yes we do have some bad apples inthe barroll but we take care of them & throw them in jail.No society is perfect be it civilian or military. You have as many bad apples in cilvilian life as military, maybe more.
