He will deliver the needy who cry out, the afflicted who have no one to help. Psalm 72:12

I think this is why the psalmist prays for a leader who will deliver the needy and have pity on the weak, rescuing them from oppression and violence.

Praying for leaders who will rule with compassion toward the weak pleases God, because through compassionate leaders God's activity on earth becomes appearent.

As the psalmist say, " God alone does marvelous deeds"

The question you ask is a very hard question to answer. You must know god, in order to answer. You must know there is a god, in order to answer. In my opinion, God is not necessarily "the man upstairs". I believe that he is the goodness in each of our hearts. He controls us, and teaches us what is wrong, and what is right. He shows us the light when we are down, and pangs guilt into our minds, when we sin. This explains why there is evil in this world. Once one overcomes guilt, and no longer listens to the good of his or hers soul, god vanishes from the sinner for he realizes he is needed elsewhere. This is how a devil is born. With no goodness and no guilt, one can surpass what is normal. When the time comes, one must choose what is right, and what is easy. When one preaches and leads out of the good of his heart, he is preaching and leading, through the power of god. Anyone can be a leader and god is not the one who chooses you or holds you to it. It is you, you who decides to listen and use his wisdom and goodness, to bring about peace in this world for his goodness and teachings is in each person's heart, no matter where you come from, and what you have done. When there is guilt, there is god.

No, God seeks faithfulness.
David the Shepherd boy was a prime example. He was last in his family line as far as heritage was concerned. Yet God chose him as king. Why? he messed up more than a lot of other kings; he murdered, he committed adultery, etc.
Yet God called David "A man after my OWN heart"
If you read the Psalms you will see why. David is grieved over his sin, and repents and follows God each time after he falls.
He realizes what God desires, too:

Psa 51:17 The sacrifices of God [are] a broken spirit: a broken and a contrite heart, O God, thou wilt not despise.

I think that God does seek those leaders, but many are not, the majority in fact preach an altogether different Jesus than what is written, many false churches, leaders, prophets, etc are out there to dilute and pollute the real message Jesus brought.
The Bible also predicted this would happen and instructed those people to leave such churches and leaders.Condemned the leaders also.

It takes a good servant to make a good leader. Compassion is a necessary quality, but not only for the weak. We need compassion for the lost. We need compassion for the Christian who is still stuck in sin. We need compassion for those who have been spiritually abused but leaders who have no compassion and are not servants.

Yes God does marvelous deeds, I think he seeks leaders who show compassion for the week, I think he calls men and women to teach his word and to preach the gospel. I think some people try to call themselves to preach but fail unless God is with them.

I am sure that there are such leaders yes
i always feel that there are two types of people in this world
those who need to be needed and those who need
and both are equally important to our learning and spiritual development

Judging by the quality of our national leaders these days, I'd say no. People who become leaders in the real world don't become leaders by divine appointment. They become leaders through force of personality, willpower, charisma, and aggressiveness.
