There are a couple different ways to burn mpeg videos to cd-r's, the first would be to burn the mpeg file to a data cd with a program such as nero burning rom or whatever burning program roxio has out now, there is also a format known as "vcd" (video cd) that will play in most modern consumer dvd players. There are a number of programs available (including nero) that will burn vcd's. A few quick google searches should help you find a program that works for you.

If you intend to burn it into CD-R for viewing on a computer, you can using any CD burning software to copy it into the CD-R. However, if you intend to play the CD-R on a normal CD player, you will need to convert it to the standard CD player format. You can use either Roxio, Nero or Sonic to do the conversion, or you can use cheaper alternatives at http://discovervalue.com/software to convert your mpeg movie to vcd or dvd format.

No, you'll need something like nero or Sonic Record Now. If you're trying to make a VCD (video compact disk) you can use windows movie maker.
