You called them and someone was getting hurt by someone else and they never show up?

What are you going to sue for? You were not the one who suffer.
The police just not responding to your emergency call that's all. Th one who should sue the police was the one who was suffered when the police did not come to his rescue.

Your proper procedure is to file a complaint with the Office of the Police Complaint Commissioner (we have that in every city in Canada). If you do not have that in the US, you should file a complaint with the Chief of Police.

Whenever you sue someone, you should make sure it really worth it because it is very expensive. Sometimes the benefit may not out weight the costs.

Sure, you can sue. But you probably won't win. Courts have held that the police are under no legal obligation to protect everyone all the time in every circumstance. All they have to show is that they took "reasonable" steps to respond to a specific call for service, which includes a "call prioritization" process.

If that someone was (in the opinion of the dispatcher at the time of the call, and based on the information given) just "being hurt" but not to the point of "life and death", the call for service would probably not get a high priority.

While it's unlikely that police would *never* show up, I suppose that's a possibility given they receive millions of calls for service every day across the country.

usually when theres a call that someone is getting beat up they try and arrive as soon as possible without starting a accident... why dont you try and drive 6 blocks going 60MPH on a city street on a saterday night trying to avoid hitting someone that doesnt use the crosswalk and also avoid hitting other cars....

You can sue, but you aren't going to win. Perhaps the way you phrased what was going on affected their response.
