I am in Germany on 90 day travel visa. If I leave EU, how long do I have to stay away before returning 2 Ger?

Also, does anyone know where I can get a fresh stamp on my passport in Switzerland or another non EU country?

It is Schengen rather than EU that determines how long you can stay: not all EU countries are Schengen members, and vice versa. Germany is a Schengen country; according to the rules, you may stay within Schengen territory (any or all Schengen countries) for a maximum of 90 days in any 6-month period.
