If he is single, available and he haven't noticed you, move on. If someone want to get to know you, that person should let you know. If they are an adult they should be up front especially when it is a guy. We are adults we shouldn't have to read minds and try and figure out the puzzle pieces. All these mental gymnastics is not necessary.

If you have no problem just going up to him and telling him that you like him. then that is what you should do. You never know he may like you back.Try to be nice to him and that should help you becoming friends.Well you should become friends with him at first so you don't rush him on the relationship. Once you are friends and have gained each others trust you should ask him out. he may be surprised at first so just give him time to think it over so it doesn't ruin your friendship.
