Does anyone know how I can keep my bait around 30 ft deep over an 80 foot bottom while bank fishing? I can't use a balloon or bobber, because I can't cast 30 ft of line obviously.

By saying I can't cast 30 ft of line means that, I can't let out 30 ft of line put the balloon on, then hook up a 12'' live bait and cast him out with 30ft of slack line.

Easy fix. Go to a tackle store and purchase a bobber that has a hollow tube (looks like a straw) through the middle of it. Bobbers made out of styrofoam work best. Buy some small beads as well. Make sure the beads won't go through the hole in the tube on the bobber. When you get to the fishing hole, put one bead on your line, then put the line through the bobber, then put on another bead, then tie on your hook, weight, jig head, whatever. When this is all done, pull out approximately 30 feet of line. Tie a small rubber band on your line at that point - tie it really tight. Make sure you trim the ends so the only thing on your line is a small knot. Go ahead and reel in the line, bait up, and cast out. The line will drop until the rubberband hits the top bead. At that point, the bobber will straighten up, and you are fishing at 30 feet of depth. Just keep an eye on the bobber and it will tell you when the fish bite. If you need to adjust your depth, just move the rubberband up or down. I live in Oregon and we use this technique to catch salmon off the jetties. This works best with a spinning reel. Good luck.

Get a slip float large enough to suspend the bait you're using and slide you line through a bobber stop. This small slider will easily fit through your line guides and onto your reel.

one way is to use an inline, sliding float so that it will slide down to your rig to make it easier to cast. then somehow add a stopper bead all the way up your reel to the depth you need. i am not sure how that is going to cast though. perhaps on a big spinning reel with big guides it can zip through.
another way is to use a rig with a float but the float is not strong enough to keep it on the surface yet still is strong enough to keep it suspended off the bottom
or you can use a kite to hold up the line
