A 1099g is normally sent after a state tax REFUND in a prior year.
You DO have to report this as income on your federal return.

You have to pay ALL federal and state taxes that are due. A 1099 means that no taxes were taken out. Unless you received it in error. Check you check stubs to see if you did indeed have taxes ducted. If you did, see your local tax prepaing office for help.
