this is common, especially in winter.its a build up of keratin and collagen..ive forgotten the name of the condition, but it is completely harmless.i had it last winter.the dr told me to rub gently with a loofah sponge every day,and to use any skin care product containing "urea"-no,its not urine, its a chemical that breaks down collagen.read various labels on moisturisers,or ask ur pharmacist.this winter,my arms are smooth.good luck!i havent used the skin cream this winter, just the loofah, and i have gr8 results.im sorry i cant remember the name of the cream, but cvs has several products u can use,the pharmacist will help u find them.ps-ur other answers refreshed my memory-it is keratosis pilaris.u will alwaysb have trhe tendancy to get it acting up again, but believe me,my arms got so smooth with proper care,u would never know i have this tendancy.

Can't diagnose over the internet but sounds like keratosis pilaris, a skin condition commonly found on the upper arms that causes dry patches with little bumps where the hair foliicles are. Heavy-duty moisturizers can help but there is no cure. Look it up for more info.

It might be eczema or psoriasis. Either way, if you do try a moisturizer, use something that's not perfumed so you don't risk irritating things further.
Might be a good idea to go to your family doctor or if your insurance doesn't need a referral, you could go straight to a dermatologist.

I think you have keratosis pilaris. It is a failure of your skin to shed keratin. Moisturization and exfoliation are the best ways to deal with it.

Use a scent free moisturizer. vitamin E would be okay. try not to use perfume soaps cause this can make lt worse and lt will not at all go away.

Sounds like you need moisturizer. Also, if you think it's a rash you can apply tea tree oil.

If it don't itch and it's not spreading I would use lotion on it, it could very well be just dry skin..
