Hi. There will be lots of bargains because XP runs with less advanced hardware than Vista. Wait a month or two!

Most places offer a free upgrade to Vista Home Basic. Check with your store before purchasing.

You can buy a copy of Windows XP and have a local computer parts store build you a PC to order. They won't put an operating system on it unless you ask them to. That way you can buy a new computer and just put XP on it yourself.
