Like chattering! Mine do that too :) It is their prey response.

"Cats which are permanently confined indoors make chirping and and chattering sounds, often accompanied by rapid clicking of the teeth, when looking through windows at birds which are beyond reach."

Teeth chattering is a behavior seen in cats that are sitting still and staring at some type of prey that they are unable to reach. The mouth is slightly open and the jaw opens and closes rapidly. The sounds produced are a combination of “lip smacking,” “teeth chattering,” and a quiet “bleating.” It is not a form of communication. Some experts think it is the result of excitement and frustration at seeing prey and being unable to hunt and obtain it. Frustration builds, the body becomes tense, the tail twitches as the teeth chatter, and the quiet bleating begins. Others have suggested it may be an exaggerated version of the killing bite; the cat already thinks he has the prey in his jaws. Some cats even exhibit this behavior when seeing “prey” on the television.

That cat noise is called a cat's clicking or chirping when he sees a possible prey like a bird. It is a joyful, excited sound and probably began in the cat's evolution as the momma cat's "stand at attention - look - food!" to her kittens when she was teaching them how to hunt. Now, all cats do this funny chirping when they are excited with a the sight of a possible prey. When your cat does that, you are supposed to dutifully look at what he is staring at out the window and and also go: "kick-kick-kick-klack". See to it, freind and don't ignore kitty's show-of antics - depresses them and all that you know.

She's not scared. It's a "longing" noise. She really wants to get out and chase down this bird. However, it's much safer for her to remain an indoor cat, no matter how much she acts like she wants to get out.

This is a sign of pleasure,It is a verbal signal, she isn't scared! She wants to catch her prey, it is better to distract her, try tasty treats so she doesn't hunt birds.
