well simply put it means that he doesn't want you to stop loving him.
If you dig a little deeper and I could if I had more info, it may mean that you are at a point in your relationship where he feels comfortable and either consciously or subconsciously he thinks that if it stays the way it is things will be great.

It means that saying I love to someone is very powerful and if you say it you should mean it. That you need to stand by the words and actions. So if you tell someone that you love them then you have to mean it cause once you say it you can't take it back.
