Skating rinks: Bryant Park (free - there is a charge for skate rental); Central Park, Wollman Rink
Parks: Manhattan: Central Park, Riverside Park; Washington Square Park; Brooklyn - Prospect Park; Staten Island - Clove Lake Park; Queens - Flushing Meadow Park
Arcades: Broadway City Arcade at 42nd Street and Broadway, several large arcades in Coney Island, Brooklyn on Surf Avenue

Well, for a mini-arcade and a skating rink you could go to Chelsea Piers. But the outdoor skating rink is nicer so you could go to either Rockefeller Center or Central Park - and obviously Central Park is a park..
