I wouldn't go with a "tom boy" theme - your sister could change next year!

You could certainly go with the red for a dominant color. You could use a red bedspread or comforter, chair cushion, etc. I'd use a neutral color for walls...she may love red walls this year; hate it next year. You can't go wrong with red and crisp white, red and creamy ivory, or even red and a nice taupe-y color. I'd keep it all simple and low-key, and let her accessorize with favorite things such as posters, pictures, etc. These can be changed as her taste changes.

You could always go with a nautical theme of red, white, and blue, with sailboats, lighthouses, shells, and etc. While this look might be a hit for awhile, your sister may grow tired of it and want to change it out. Teens' tastes change frequently, so that's why I think it's best to stay as neutral as possible and let her do her own thing with favorite "stuff," such as knick-knacks that can be displayed, then changed as the mood strikes.

Red it is.. you can probably get all kinds of ideas at Target - and it's not too pricey either. Red tom boy things... Red trucks/cars? Red skate/boards? Red poster of her favorite band/artist? Red lava lamp?

Then there's the glow in the dark stars you can stick on lamps or walls... it's not red, but just fun and cool

I hope you let her decide how to do it. It is her room. Give her some ideas, maybe, but it should be her choice.
