Be careful about putting yourself out there again. Sometimes real popular girls like to play games with people. If you are curious as to why she keeps watching you, it is probably better to ask her. It is safer than asking her out again. Another idea would be is to forget about her and find another girl that you like. Maybe one that is not so fickle.
