Yes, if you literally mean can you physically hold a passport in your hand in the UK, as long as it is yours or the person it belongs to gave you permission to hold it.
If you mean can a citizen of the Republic of Ireland have a UK passport then no because only Northern Ireland is part of the UK.

yes, but because both countries accept dual nationalities although if you were to acquire a UK passport you would gain one just as any other person would gain UK citizenship.

only if one or both of your parents were born in what is concidered mainland UK. Otherwise you can only hold an R.O.I passport.
