Sometimes...it's not that the chili powder isn't spicy...it is just the brand we use and sometimes we don't use enough....
If you use the packets of chili-o mix or any similar pk they aren't spicy in general.
I make extremely spicy chili.....I buy a really good brand of chili powder and double (at least) the amount they recommend on the bottle...Mccormicks is good....but I really like the brand they sell at the Sam's Wholesale Club.....I use alot---I mean alot of it and black pepper while it cooks....Try to avoid using alot of tomato paste or sauce.....I use tomato juice + 1 4oz can tomato paste.....Too much sauce or paste tends to tone down the spicy effect.....I really just put the paste in for the licopene for cancer fighting component...Anyway......chili usually way too spicy hot for me.....but hubby loves it.!!!

Chili powder doesn't make the chili spicy, it adds a depth of flavor.
For spiciness, you can add hot sauce (a REAL hot sauce, not Tobasco), chopped habanero peppers, chipotle chilis in adobe sauce or jalapenos.

The possibilities are endless... Tabasco sauce, crushed red pepper, chili peppers.. anything with a spicy flavor will give it an extra kick

Dice up a green jabenero pepper. It will add kick to your chili w/o adding flavor the way jalepeno peppers will. BEWARE these are extremely hot!

I tasted some chili a few months ago with 3 whole jalapenos cooked in it. It was delicious. I'm really not that fond of hot food, though. But it gave it just the right zip.

I would add the seasonings you listed (garlic powder, onion powder, oregano, black pepper, and cayenne pepper) but just add a little bit at a time because remeber the longer it simmers the stronger the taste will get so don't over do it! Good Luck

I use a paprika ( 1 part to 4 parts chile powder), black pepper, onion, tomato sauce and cumin in mine along with the chile powder. I prefer pure chile powder, not chile powder blend with everything including silica in it. Have used ground red pepper too.
