Shutting down the use of cars would be completely impractical. It would completely shut down what little economy the Iraqis currently have. Stores would be unable to restock any of their products, but that wouldn't matter much becuase the workers and customers wouldn't be able to get to any stores outside of walking/biking distance either. You have to remember that although Iraq is nowhere as big as the USA, it's still a BIG country, with about the same area as California. And, Bagdad is a BIG city too.

Besides, we would never be able to manage it with the number of troops we have in place. There is no way they would be able to stop everyone from driving, and the Iraqis would never stand for it either.
