Social Security retirement is not a needs-based entitlement. It's based upon lifetime income and the claimant's age when they apply for benefits. Claiming your mother and father as dependents for tax purposes will NOT affect their SS retirement benefits.

If they are also receiving any needs-based assistance that could be impacted by the amount of support that you provide.

If your parents' only income is their tax exempt Social Security benefits AND if you provide for more than half of their support, you are entitled to claim them as dependents on your Federal tax return.

Any Social Security office can provide information that should answer any concerns that your mother has.
