Most things have a purpose that is important. Marijuana is the leaves and flowers produced by the Hemp plant. Hemp stalks are strong and used to make ropes. This plant has been cultivated and harvested for hundreds of years for the purpose of rope and sailcloth making. Somehow, someone figured out that there were other uses from the left over parts and decided to smoke it one day. From then on, history was written......

Same thing with all other temptations. Just because cocain comes from a plant, or promiscuity is natural, or sin feels good doesn't mean its in his plan for us to use them.

I don't know God's intent for that plant, haven't asked Him about that, yet. But I'd like to add that you can make useful things from that plant such as ropes.
