Its a CD image file, like .ISO. It's meant to be directly burned onto a CD. You would want to open your CD burning software and open it with that, and then burn it.

But there are programs that you can use to open up the file and to view the files that are contained inside of the .Bin/.iso file. In a round about way, you can think of .ISO, .BIN files as a .zip file. It is a single file with multiple files inside of it, the files come from reading a CD and making an image of it (an image is .bin , .iso). From there you can add/view/delete files to the file or extract them. You can also convert from one format to another. You can also mount the .bin file , which means it creates a new drive letter under my computer, that simulates a CD drive. It will be as though you have the actual CD of the .bin file, in the drive already.

The program I use to do all of this is Power ISO http://www.poweriso.com . Theres another program that I previously used called Ultra ISO, but it did not have the option to mount the file as a virtual CD drive. But it did everything else, not sure, but google Ultra ISO for that one.

If you ever get an error opening a .bin file, then open the .cue file (accompanied with the .bin file) with notepad. Edit the name to equal the name of the .bin file. If you still get errors, then totally delete the .cue file and open the .bin file directly (normally software wants you to open the .cue first, then it figures out the .bin on its own).

Open it up in notepad. You can open up any file in notepad. Press "start" go to "Run" and type "notepad." then open the file from there.
