We have had this bird for quite a while, but havent trained him.
My main goal is to get get him to let humans handle him, casue he gets all mad if there is a hand in his cage. So really I would like to teach him to step up on my hand, and stay there. So any ideas? Ive tried food in my hand, but he wont go anywhere near it unlike out other bird.
If it helps, he is a red rump parakeet.

Oh and one more thing, how long do red rumps live?

There are several methods you could try. First of all, don't try to make him step-up as soon as you put your hand in the cage. Wait for him to calm down before going towards him. If he follows the other bird, use that bird to draw him in. If not, you'll just need to wait. Use "action-reward" where he does an action you want and you give him what he wants and praise him. Keep doing this and slowly stretch the time on your hand. Start with being near your hand then slowly go to the step-up. This is the most efficent process and it also takes a while. Just keep trying.
oh, and red rumps live long when the care is good. Like good foods, DON'T GIVE AVOCADOS!!! I can't stress this enough. They are lactose intolerant and shouldn't be given diary or chocolate either. I'm sure you are aware of this though. The right things will lenghten you're bird's life.
