More importantly, who's best at earning them? I once saw a question with 97 thumbs down...

People who are so threatened by certain opinions that instead of looking at the individual questions, they respond to whatever "group" they think the asker represents. I don't think any one group is worse; I think it's the individuals who are insecure who go down a list giving a thumbs-down to every single question that doesn't agree with them.
BTW, this doesn't mean I think giving a thumbs-down is always a sign of insecurity. Only that the people who throw them out willy nilly are insecure.
EDITED TO ADD: Hee! I've gotten three thumbs down for that.
