I think he is an overweight toddler.
But maybe thats just because I am practically almost a decade older than him.

he looks about 11 years old on the show, not 13. cole looks like that too. i don't think they are hot or cute at all. they look like kids. and the suite life is kind of dumb and kiddish too. that's so raven is so much better.
