How to know that a girl likes you and how to ask her out?

Prorbaly there are thousend of ways to do that...but share your own experience. I have also several other questions...to say that girls often tell me I am good looking but I am shy to do anything with them...and when a girl told you that you are good looking does this alway mean that she likes you? I mean if a boy tell this to some girl its 99% chance that he want to do "something" with her, like sex or merriage :))).
And offcourse whats the most important tihng for the girls...is it money,look,sense of humour? I guess its not since I have this things at some level but am still clueless with girls.
